The shutter goes up on the new mobile repair shop in Behala. Garlands on the door, a framed photo of Ma Kali by the till, the first customer already waiting with a cracked screen.
Three weeks later a man from the borough office walks in and asks the question every new shopkeeper dreads: “Licence ache?”
A trade licence is your civic body’s permission to carry on a trade, profession or calling from a particular place. In West Bengal it is officially called a Certificate of Enlistment (CE), and the papers often say “enlistment” where you expect “licence”. It is separate from FSSAI, GST or Udyam: those are about what you sell and how you are taxed, this is about trading from that address.
Who issues it depends on where you are
| Your shop is in | Who issues it | Where to apply |
|---|---|---|
| Kolkata (KMC area) | Kolkata Municipal Corporation, License Department | KMC’s own online system at kmcgov.in, or the borough office |
| Another municipality (Howrah, Barasat, Krishnanagar, Siliguri…) | That municipality or municipal corporation | Online on e-District or through Silpasathi |
| A village (gram panchayat area) | The Gram Panchayat | The panchayat office; ask there whether it can be done online |
Outside Kolkata: e-District, issued on the spot
The state’s Urban Development and Municipal Affairs Department moved municipal trade licences online. You apply on the e-District portal (the login also offers the Silpasathi single window), and once you pay, the certificate is generated in real time, without waiting for an officer to approve it.
Register on e-District
Go to edistrict.wb.gov.in, register with your mobile number and the OTP, and set a username and password.
Pick the trade licence service
Choose your municipality and the trade licence (Certificate of Enlistment) service, then fill in the form: your name, the business name, the address, and the nature of the trade.
Upload documents
Upload what the form asks for. The department keeps one common document list for every kind of business; have the papers in the next section scanned and ready.
Note your AIN and pay
Submitting gives you an Application Identification Number (AIN). Pay straight away or later from the tracking page. Got something wrong? Cancel sends it back to draft so you can fix it.
Download the certificate
After payment the certificate is generated at once. Print it and display it in the shop.
In Kolkata: KMC’s Certificate of Enlistment
Kolkata runs its own licensing under the Kolkata Municipal Corporation Act, 1980. Apply through the License section of kmcgov.in or at your borough office. The fee depends on the kind of trade and is shown before you pay. A CE is renewed every year: KMC sends a demand with a last date for renewal without late fine, and paying after that date costs extra, so renew as soon as the demand arrives.

- For a food business: your FSSAI registration or licence. See our FSSAI guide.
Questions people ask
I work from home: tuition, tailoring, home food. Do I need one?
It depends on the civic body and the trade. Many municipalities expect a CE for any trade carried on from a premises, home included. Ask your municipality or panchayat office; it costs nothing to ask, and a CE also helps when a bank or a delivery app wants proof that the business exists.
Is a trade licence the same as GST registration?
No. GST is a central and state tax registration, needed above a turnover threshold or for some kinds of business. The trade licence is local permission to trade from your address. Many small shops have a trade licence and no GST.
Do I need a new licence if I move the shop?
Yes. The certificate is tied to the premises. Apply for one at the new address, under whichever civic body covers it.
What happens if I miss the renewal date?
You pay a late fine on top of the fee, and you are trading without a valid certificate until you renew. Renew as soon as the demand or reminder arrives.
