The Bengali year is solar: each of its twelve months begins when the Sun enters the corresponding sidereal sign, the Sankranti. This site computes the exact moment of every Sankranti rather than assuming the 14th or 15th, and follows the West Bengal convention of starting the month the following day.
A tithi is a twelfth of a sign of elongation between Moon and Sun, so it runs anywhere from about 19 to 26 hours. That is why one can be skipped entirely and another repeat across two dates — and why a festival day is decided by which tithi is running at a particular moment, not by the calendar square it sits in.
Every figure here comes from the Swiss Ephemeris with the Lahiri ayanamsa, computed for Kolkata. Nothing is transcribed from a printed panjika. The methodology page sets out the ayanamsa, the coordinates and where a correct calculation can still disagree with your family almanac.
